This will work:

node.SelectNodes("a[@href]")

Also, you can do it in a single selector:

doc.DocumentNode.SelectSingleNode("//div[@class='content']//a[@href]")

Also, note that link.Value isn't defined for HtmlNode, so your code doesn't compile.
